Why would a government inspire or tolerate violence within its tenure?

This argument or question is posed in response to the assertion that PPP is behind theKarachiviolence. The argument is that PPP is in government and it’s not possible for a government to disturb the law and order in its own government. As stupid an argument as this is, if this is accepted, then why would a party indulge in corruption during its tenure of government. And if this analogy is accepted, then we will also need to clear PPP of all corruption charges as why would they do corruption in their own government. The fact, of course is that PPP is one of the two key architects behindKarachiviolence where its key interest in such violence is to blackmail MQM to stay in government or be ready to be framed for it and subsequent state action.
